On a small budget, you can realistically grow:

Leafy greens (lettuce, spinach, kale) โ€” fast, cut-and-come-again.
Bush beans โ€” cheap seeds, high yield.
Zucchini/squash โ€” one plant can feed you.
Herbs โ€” regrow, multiply, and save you money instantly.
Tomatoes from seed โ€” way cheaper than buying starts.
Green onions โ€” regrow from scraps over and over.

Skip the expensive setups.

Reuse containers.
Start from seed.
Build your soil with compost instead of buying a bunch of products.

Start with high-return crops and your garden pays you back.
